However, the BBC&#8217;s own website concedes that other TV news organisations have been describing Hamas as &#8216;terrorists&#8217;.<\/p>\n<p>Senior Conservatives\u00a0dismissed the idea that Ofcom rules inhibited the corporation, pointing out that they urged broadcasters to have &#8216;regard to the list of proscribed terror groups or organisations in the UK&#8217;.\u00a0<\/p>\n<p>Backbencher Michael Fabricant said he would be making a formal complaint to Ofcom about the interview.<\/p>\n<p>&#8216;Her anger was apparent to all, and her use of Ofcom as a defence for the BBC&#8217;s language was inaccurate. The organisation in question are terrorists&#8230;<\/p>\n<p>&#8216;I simply make the point many other broadcasters have been asking me about the concerns within the British Jewish community, that it would be reassuring I would have thought if the BBC called a spade a spade.\u00a0<\/p>\n<p>&#8216;When terrorists act in this way there needs to be an understanding that there isn&#8217;t an equivalence between going after those terrorists and trying to protect the civilian population by providing warnings&#8230; and the way that that terrorist organisation themselves act.<\/p>\n<p>&#8216;I think there is an over-tendency to try to make an equivalence between the two and say, well on one hand it is this, but on the other it is that.\u00a0<\/p>\n<p>&#8216;The two are not equivalent in any way shape or form and I think it is worth saying that.&#8217;\u00a0<\/p>\n<p>The row came as Mr Shapps robustly backed Israel&#8217;s right to &#8216;go after&#8217; Hamas in Gaza, but insisted that it needs to &#8216;act within international law just like any other nation&#8217;.<\/p>\n<p>He added: &#8216;Israel is giving due warning, but they are going after those terrorists, and we absolutely respect Israel&#8217;s right to do that.&#8217;<\/p>\n<p>Sources close to Mr Shapps said he there had been &#8216;overwhelming cross-party support flooding in&#8217; for his position following the interview. He is not thought to have received any complaint from the BBC.\u00a0\u00a0<\/p>\n<h3>What do the BBC and Ofcom guidelines say about using the word &#8216;terrorist&#8217;?\u00a0<\/h3>\n<p>The BBC, like all other news broadcasters, is regulated by Ofcom.<\/p>\n<p>The body insists that broadcasters must &#8216;ensure that news, in whatever form, is reported with due accuracy and presented with due impartiality&#8217;.<\/p>\n<p>However, it stresses that does not mean &#8216;an equal division of time has to be given to every view, or that every argument and every facet of every argument has to be represented&#8217;.\u00a0<\/p>\n<p>&#8216;The approach to due impartiality may vary according to the nature of the subject, the type of programme and channel, the likely expectation of the audience as to content, and the extent to which the content and approach is signalled to the audience,&#8217; the guidance says.\u00a0<\/p>\n<p>Section\u00a011.3.6 of the BBC guidelines covers the use of language in news reports.\u00a0<\/p>\n<p>It says: &#8216;The word &#8221;terrorist&#8221; itself can be a barrier rather than an aid to understanding. We should convey to our audience the full consequences of the act by describing what happened.\u00a0<\/p>\n<p>&#8216;We should use words which specifically describe the perpetrator such as &#8221;bomber&#8221;, &#8221;attacker&#8221;, &#8221;gunman&#8221;, &#8221;kidnapper&#8221;, &#8221;insurgent&#8221; and &#8221;militant&#8221;.\u00a0<\/p>\n<p>&#8216;We should not adopt other people&#8217;s language as our own; our responsibility is to remain objective and report in ways that enable our audiences to make their own assessments about who is doing what to whom.&#8217;<\/p>\n<p>Downing Street\u00a0has heaped pressure on the\u00a0BBC as they continue to avoid calling Hamas\u00a0militants &#8216;terrorists&#8217; after the attacks on Israel &#8211; which saw babies slaughtered.<\/p>\n<p>Instead the BBC refers to Hamas as a &#8216;militant&#8217; group and described the slaughter of civilians as a &#8216;militant&#8217; attack.<\/p>\n<p>A No10 source said: &#8216;As the PM has said repeatedly, Hamas are terrorists.<\/p>\n<p>&#8216;It is incumbent on our national broadcaster to recognise this fact.&#8217;<\/p>\n<p>The decision has seen a number of BBC stars rally around their employer, including John Simpson who said &#8216;calling someone a terrorist means you&#8217;re taking sides&#8217;.<\/p>\n<p>The row today kicked off when Mr Shapps was repeatedly asked if the UK supports Israel ordering an evacuation of the north of Gaza ahead of a likely military campaign.<\/p>\n<p>Mr Shapps said: &#8216;It is good that they provided information in advance\u2026 Hamas certainly didn&#8217;t do that before they went and slaughtered people.<\/p>\n<p>&#8216;But secondly, we don&#8217;t know the detail of the Israeli plan. No such warning was given when Hamas attacked Israel.&#8217;<\/p>\n<p>Fellow Tory MP Philip Davies told MailOnline: &#8216;The BBC seem to give a different reason every day why they won&#8217;t describe Hamas as terrorists &#8211; first it was for the safety of their journalists, then it was because it didn&#8217;t help understand the issue, then it was so they weren&#8217;t taking sides and now Mishal Husain suggests it is because of Ofcom.\u00a0<\/p>\n<p>&#8216;What a load of old cobblers. I am sure Ofcom will be delighted to know that the BBC are throwing them under the bus.\u00a0<\/p>\n<p>&#8216;Hamas being a proscribed terrorist organisation is not a matter of opinion, it is a matter of fact whether the BBC like it or not&#8217;\u00a0<\/p>\n<h3>Tory MP&#8217;s complaint letter to Ofcom chief<\/h3>\n<p>Dear Dame Melanie Dawes,<\/p>\n<p>I am writing to you to make an official complaint about the BBC Radio 4 broadcast of the &#8216;Today&#8217; Programme on 13th October 2023.<\/p>\n<p>During the broadcast, presenter Mishal Husain conducted what I believe to be inappropriate questioning of the Defence Secretary Grant Shapps regarding Ofcom and BBC editorial policy. After the Defence Secretary called out the BBC for refusing to label Hamas as a terrorist organisation, the presenter falsely claimed that the Ofcom broadcasting code prevented the BBC from naming Hamas as &#8216;terrorists&#8217; due to the requirement for due accuracy and due impartiality.<\/p>\n<p>This is inherently incorrect. As a former BBC employee and former DCMS select committee member I am fully confident that the Ofcom guidelines do not forbid the use of the word &#8216;terrorist&#8217; to describe a group when they have committed an act of terror.\u00a0<\/p>\n<p>A fact the BBC plainly agree with seeing as they have previously labelled groups and individuals as terrorists after past attacks such as 7\/7, 9\/11 and the Charlie Hebdo shooting. What is the difference between those events and with the appalling attack on Saturday where 1300 men, women, children and babies were savagely murdered and many mutilated?<\/p>\n<p>Given the clear misstating of the Ofcom broadcasting rules, it is my strong belief that Ofcom should advise the Today programme to correct the record as a matter of urgency and apologise to their listeners.<\/p>\n<p>When dealing with events as serious as this, words and facts matter. And the only word that can possibly be used to correctly describe Hamas and their actions is terrorist.<\/p>\n<p>I look forward to hearing from you.<\/p>\n<p>Yours sincerely,<\/p>\n<p>Michael Fabricant MP\u00a0<\/p>\n<p>Mr Simpson took to X, formerly known as\u00a0Twitter, to defend his employer&#8217;s decision, claiming &#8216;British politicians know full well&#8217; why it avoids using the word terrorist.<\/p>\n<p>He wrote: &#8216;British politicians know perfectly well why the BBC avoids the word &#8216;terrorist&#8217;, and over the years plenty of them have privately agreed with it.<\/p>\n<p>&#8216;Calling someone a terrorist means you&#8217;re taking sides and ceasing to treat the situation with due impartiality.<\/p>\n<p>&#8216;The BBC&#8217;s job is to place the facts before its audience and let them decide what they think, honestly and without ranting.<\/p>\n<p>&#8216;That&#8217;s why, in Britain and throughout the world, nearly half a billion people watch, listen to and read us. There&#8217;s always someone who would like us to rant. Sorry, it&#8217;s not what we do.&#8217;<\/p>\n<p>Nick Robinson, a presenter on BBC Radio 4&#8217;s Today programme, said on social media: &#8216;I understand entirely why some want the word &#8216;terrorism&#8217; used. It is, though, the long-standing practice of BBC, ITV and Sky to report others using that language rather than using it ourselves.&#8217;<\/p>\n<p>BBC director of editorial policy David Jordan said not using the word terrorist was a &#8216;very long-standing policy&#8217; which had &#8216;stood the test of time&#8217;.<\/p>\n<p>He added: &#8216;We&#8217;ve called them massacres, we&#8217;ve called [them] murders, we&#8217;ve called them out for what things are and that doesn&#8217;t in any way devalue the awfulness of what is going on.&#8217;<\/p>\n<p>The president of Israel also called on the &#8216;Press around the world&#8217; to describe Hamas as &#8216;terrorist&#8217; organisation.<\/p>\n<p>He spoke out after a week in which the BBC has been defending its decision to use words such as &#8216;militant&#8217; instead.\u00a0<\/p>\n<p>Isaac Herzog said the world&#8217;s media needed to &#8216;look at the reality&#8217; of what had happened in Israel.<\/p>\n<p>A string of high-profile figures, including government ministers, have heaped pressure on the BBC over its stance.
